36.   After years of extraordinarily rapid development of its economy, Japan advanced to the rank of second most technologically-powerful economy in the world after the US, but growth slowed down markedly in the 1990s, averaging just 1.7%, largely because of the after—effects of over-investment during the late 1980s. Government efforts to revive economic growth have met with little success and were further hampered in 2000-2003 by the slowing of the US, European, and Asian economies. 37. The basic feature is free flow of commodity, capital, technology, service and information. Economy is not the only element involved in globalization since it also has an important bearing on politics, culture, value and way of life.
38. For an internatonal turnkey project, a firm signs a contract with a foreign purchaser and undertake all the designing, contracting and facility equipping before handling it over to the latter upon completion.
   Making prodit from operating the project for a period is the major difference between BOT and the common turnkey project.
